it's another island. you have to have a boat to get there. to get a boat you have to pay a mill. silvers to the king. At least, that's the way I understand it.
You have to pay 1,000,000 silvers just to become a citizen. Only citizens can buy boats which start at a cost of 5,000,000 silvers. Sandy
